LOS ANGELES/NEW YORK (Reuters) - California's controller said on Wednesday that he would have to issue IOUs in a week if lawmakers can't quickly solve a $24 billion budget deficit, and the state's treasurer plans to tap a reserve fund to meet debt service costs.

RICHFIELD, Wis., June 23 (UPI) -- Police in Wisconsin said they arrested a man who drunkenly tried to drive 40 miles home in a pilfered golf cart after being ditched by a group of "uncles."

Al Gore has rushed to Wisconsin to give this man his fuel-efficient driver of the year award.

LONDON (Reuters) - Portuguese teen-ager Michelle Larcher De Brito swept silently into the second round at Wimbledon Monday and then defiantly refused to stop screeching if her matches get tougher.  The 16-year-old made headlines at the French Open when she wailed and screeched so loudly on court that her opponent complained to the umpire.

Watch.  They'll give her a record contract.
